Training held in Warsaw for leading specialists in detection and analysis of chemical agents and their precursors

A two-week training organized by the Instytut Przemysłu Organicznego (Institute of Industrial Organic Chemistry, IPO) took place from 1 to 13 September 2014 in Warsaw, Poland. The course was organized within the framework of the project “Identification and strengthening forensic capacities in the area of prevention of organized crime and illicit trafficking of chemical agents, including training and equipment for the line officers” which is part of the European Union Chemical, Biological, Radiological, Nuclear Risk Mitigation Centres of Excellence initiative (EU CBRN CoE).
The training was attended by custom, boarder guard and police officers from Bosnia and Herzegovina, Croatia and Serbia. The training focused on detecting and analysing chemical weapon agents and relevant chemicals during border controls. It was conducted by specialists from IPO in cooperation with the Central Custom Laboratory in Poland and involved the use of specific equipment provided by the project.
The training combined theory with practice and included a technical visit. The theoretical part covered the Chemical Weapons Convention, the chemical structure of scheduled chemicals, the use of basic analytical techniques for the detection and analysis of chemical agents, sample preparation, sample chain of custody and the use of international databases to facilitate analyses of the collected data. The practical component covered the analysis and detection of chemicals relevant to the Chemical Weapons Convention using purchased equipment. During the course, participants visited the Central Custom Laboratory in Otwock, where procedures for the accurate handling of equipment were presented.
A second training for line officers will be conducted in October 2014 and will focus on the practical use of equipment in the countries.
The EU CBRN CoE initiative is funded by the European Commission and implemented in cooperation with the United Nations Interregional Crime and Justice Research Institute (UNICRI). The European External Action Service is also involved in the follow-up of the initiative. The initiative is developed with the technical support of relevant international and regional organisations, the EU Member States and other stakeholders, through coherent and effective cooperation at the national, regional and international level. The initiative involves 47 countries in 8 regions of the world.
